This fascinating (though outdated) report from the National Task Force on the Commercial Sale of Criminal Justice Information examines the early commercial background screening industry, detailing how criminal history information is compiled and by whom, how the industry is regulated, and offering a range of public policy implications and suggestions. The authors correctly predict that the compilation and dissemination of criminal records will likely continue to increase in response to an increase in demand for such information from employers, housing authorities and others.
